  • This position is eligible for OITS's hybrid work program. The candidate must work in the office three days a week. The supervisor and business needs will determine the hybrid schedule.

Compensation:

  • Annual Salary Rate: $ 50,000 - $ 55,350

Position Summary:

HR Coordination Specialist

Join our team as a strategic leader in workforce development and talent acquisition, driving innovative internship, apprenticeship, and recruitment initiatives that shape the agency’s future workforce. This role leads the development of talent pipeline programs, workforce planning strategies, recruitment operations, outreach efforts, and onboarding programs while serving as a trusted advisor to leadership on HR strategy and compliance. The ideal candidate brings advanced experience in program administration, workforce strategy, and human resources, with the ability to lead complex initiatives, build strong partnerships, and develop innovative solutions to meet evolving staffing needs.

Key Responsibilities:

Program Development and Coordination

  • Direct the design, development, and statewide implementation of the agency’s internship and apprenticeship programs, establishing governing structures, internal policies, and operational procedures.
  • Consult with HR leadership, executive staff, and external stakeholders to architect talent pipelines that enhance recruitment, retention, and long-term professional development.
  • Analyze program performance metrics to diagnose trends and formulate strategic recommendations for continuous program optimization and scalability.
  • Execute workforce planning initiatives, utilizing data-driven recruitment and development strategies to ensure the agency meets critical staffing requirements.

Recruitment Support and Administration

  • Manage the technical execution of recruitment operations, ensuring all job postings and selection processes strictly adhere to regulatory compliance and merit system standards.
  • Serve as a technical consultant to supervisors in the development of specialized position descriptions and the navigation of complex recruitment workflows.
  • Act as the primary Agency Liaison for temporary staffing firms and intern cohorts, providing expert guidance on high-level hiring protocols and onboarding compliance

Outreach, Events, and Employer Branding

  • Strategize and oversee the execution of high-impact recruitment events and agency outreach initiatives to build a sustainable talent brand.
  • Serve as the Agency Representative at professional career forums and community engagement initiatives to advocate for the organization’s mission and staffing needs.
  • Direct the marketing and communication strategies related to talent acquisition to ensure alignment with agency-wide branding and professional standards.

Onboarding and Orientation Support

  • Coordinate onboarding and New Employee Orientation (NEO) logistics and scheduling.
  • Deliver portions of orientation programming as needed and ensure a smooth transition for new hires, interns, and temporary staff.

Administrative and Operational Support

  • Manage the integrity and security of personnel records, ensuring total alignment with Federal, State, and agency-specific compliance mandates.
  • Provide professional-level interpretation of HR policies to staff, resolving complex procedural inquiries and escalating only the most sensitive legal matters.
  • Lead special projects and emergency staffing initiatives, coordinating critical personnel resources during agency-wide incidents or transitions.

Required Skills :

  • Demonstrated ability in the design, development, and full-cycle administration of organizational programs (e.g., internships, apprenticeships, or specialized training tracks).
  • Comprehensive, applied knowledge of Federal and State employment laws, merit system principles, and modern HR compliance standards.
  • Proven ability to analyze staffing data and organizational trends to formulate and execute long-term recruitment and retention strategies.
  • Advanced communication skills with a documented ability to serve as a technical advisor to executive leadership and external partners.
  • Skill in managing the technical execution of complex HR workflows, including position description development and recruitment lifecycle oversight.

Minimum Qualifications :

  • Minimum of five (5) to seven (7) years of progressively responsible professional experience in human resource management, program administration, or workforce coordination. Relevant experience in high-level administrative management or public sector program oversight may be substituted for the direct HR experience on a year-for-year basis, provided the candidate show they have successfully performed the specific high-level duties required for this role.
  • At least three (3) of those years must involve the independent administration of a program, the development of organizational policies, or serving as a technical lead/consultant to management.

Necessary Special Requirements: Ability to obtain and retain an OITS Security and KCJIS clearances are requirement of employment and continued employment.
