SENIOR PARK AND RECREATION SPECIALIST/ NORTHERN BUTTES DISTRICT / CULTURAL RESOURCES 

The Northern Buttes District is seeking a dynamic leader to serve as our District Services Manager. The reporting location is the Northern Buttes District Headquarters located at 400 Glen Drive, Oroville, CA.

Under the general direction of the District Superintendent II, you will be a key member of the District Core Management Team, providing expert oversight for the District’s Cultural Resources and Service-Driven functions. In this role, you will lead a team of professional and technical specialists to manage highly complex administrative, environmental, and cultural resource programs. You will play a vital role as the District’s primary lead for Tribal Engagement, ensuring compliance with California Natural Resources Agency policies and managing critical Memorandums of Understanding (MOUs)—a mission that is essential to the District's commitment to cultural diplomacy and co-management.

Key Responsibilities:

Program Administration & Supervision: Directly manage and supervise the District’s Service Driven functions and Cultural Resource Management program, providing direct oversight and career development for professional staff.

Tribal Engagement & Liaison: Function as the lead representative for all Tribal Engagement efforts, managing numerous MOUs and representing the District in complex government-to-government forums.

Planning & Environmental Compliance: Lead the coordination and development of General Plans and long-range management processes, including the oversight of defensive planning and intergovernmental planning efforts.

Project & Real Property Management: Direct the work of project development and infrastructure improvements while managing the legal and administrative aspects of land ownership, such as easements and park boundaries.

Leadership & Mentorship: Provide high-level analysis and review of District staff work to ensure compliance with Department guidelines while fostering an inclusive and safe work environment.

This position is designated as telework eligible- office centered.  Training and Development Assignments may be considered.

Working Conditions

A combination of office and field settings with occasional visits to the park units, external offices, and project sites. Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, etc. Must be willing to work weekends and irregular hours as necessary to meet deadlines.
