Kawerak, Inc. is a non-profit organization that relies on federal agency and grant funding primarily to fund positions. This position is funded by agency or grant funding.  This means that this position, as with all positions at Kawerak, is subject to availability of funding each year to continue to fund the position.

The Child Care Program Specialist will assist in overseeing the Kawerak Child Care Program services in the Bering Strait region to increase availability, affordability, and quality child care. Such services will support low-income working families, increase access to child care providers, improve health and safety standards, address quality improvement activities and support professional development for caregivers and teachers working in child care.

BRIEF SUMMARY OF JOB RESPONSIBILITIES:

  1. Assist the Child Care Program Director in the administration of Child Care Program services in the Bering Strait region and ensure the goals and objectives of the program are achieved.
  2. Assist to ensure compliance with all applicable federal rules and regulations, state child care licensing, and Kawerak policies and procedures are adhered to.
  3. Assist in developing, coordinating, and managing program mechanics (i.e. applications, program packets, website, sending out supplies and equipment, advertising, social media, community meetings, outreach, etc.).
  4. Assist with the development and design of various child care processes.
  5. Assist to develop, coordinate, implement and oversee After School Activities programs.
  6. Promote Child Care Services through the distribution of public advertising, information and community meetings, outreach, etc.
  7. Assist Child Care Provider applicants to become Tribally Approved Relative (TARP) or Licensed Providers. Assist Center-based, Group and family Home Providers with the State of Alaska licensing process, application, background checks, meeting health and safety requirements and submitting applications to the State of Alaska Child Care Program Office (CCPO) for review.
  8. Assist in delivering Provider orientation and annual trainings, conduct annual site visits to ensure healthy and safe environments, and provide guidance and materials on emergency, preparedness and response.
  9. Assist in offering trainings for professional development of the child care workforce, Growing Our Own Teachers initiative, and infuse culture and language in child care
  10. Assist with the determination and implementation of Quality Improvement Grants.
  11. Distribute supplies and equipment to established and potential child care providers.
  12. Assist in the application process for State and Kawerak Child Care Assistance in determining eligibility for services with potential Child Care assistance for families.
  13. Assist in processing monthly provider invoices, timesheets, payments, UPLC billing and reconciliation of parent accounts.
  14. Recruit and maintain a listing of Licensed Child Care Providers.
  15. Meet and greet individuals, answer questions and phone calls regarding the Child Care Program.
  16. Assist with data entry into TAS and maintain provider and subsidy files and Update the database (TAS & ChildPlus) ensuring all required reporting information is documented.
  17. Attend meetings, trainings, and conferences as required to keep informed of child care issues.
  18. Other duties as assigned by the Child Care Program Director.

QUALIFICATIONS:

  1. Associates degree in Early Childhood Education, Human Services, or related field is preferred plus two years of working in a similar position. Must be willing to attain certificate or degree.
  2. Must be able to maintain strict confidentiality.
  3. Must possess strong communication and organizational skills, be self-motivated, dependable, and have the ability to work with minimum supervision.

  7. Must be willing to work an adjustable schedule to conduct home visits outside of provider’s regular child care schedule to ensure home visit does not conflict with care of children.
  8. This position is a Covered Position subject to all requirements of the Alaska Barrier Crimes Act AS 47.05.310-47.05.390, 7 AAC 10.900-10.990. A background check clearance is required, including fingerprints, and the employee’s name will be submitted to the Background Check Unit of the State of Alaska Department of Health and Social Services and entered into their central Barrier Crimes Act requirements apply and must be complied with at all times in order to remain in the position.
